Legal + Ethical Framework
Abortion Act 1967 — England, Wales, Scotland (NOT Northern Ireland — separate framework). Two doctors must agree (Section 1):
• A — risk to woman's life or grave injury (no gestational limit).
• B — risk of grave permanent injury to physical / mental health.
• C — pregnancy <24 weeks + risk to physical / mental health of woman.
• D — pregnancy <24 weeks + risk to existing children.
• E — substantial risk that child would suffer serious physical / mental abnormality.
Most (>90%) under section C. Consent / capacity (women + young people aged 13+ with Gillick / Fraser competence). Pre-abortion counselling required.
